Notice is hereby given that a meeting of Soham Town Council will be held in The Council Chamber, The Walter Gidney Pavilion, Fountain Lane, Soham on Monday 12th June 2006 commencing at 7.15pm with up to 15 minutes of public comment time on Agenda Items, followed by the formal business, and you are summoned to attend for the transaction of the following business:-

99/06	ELECTION OF CHAIRMAN Councillor Mrs Fiona Elizabeth Ross was elected Chairman for the ensuing year.
100/06	DECLARATION OF ACCEPTANCE NOTED that Councillor Mrs Fiona ELizabeth Ross signed the Declaration of Acceptance of Office in the presence of Mr David Giles, the Clerk and Proper Officer of the Council.
102/06	ELECTION OF VICE-CHAIRMAN Councillor Mr Christopher Palmer was elected Vice-Chairman for the ensuing year.
103/06	APPOINTMENT OF COMMITTEES RESOLVED that the constituent Standing Committees of the Council be comprised of the following members. Finance & Policy The Chairman and Vice-Chairman of the Council and the Chairmen of the other Standing Committees. Planning Mr C Palmer (Chairman), Mr PG Beer, Mr CK Hempstead, Mr AJA Hinsley, Mrs ME Dwyer, Mrs PL Gibbon & Mrs PA Tuite. Cemetery and Allotments Mrs PL Gibbon (Chairman), Mr HJ Davies, Mr G Fisher, Mr GR Ginn, Mr PS Lane, Mr C Palmer, Mrs ME Dwyer & Mrs PA Tuite. Community Amenities Mr AJA Hinsley (Chairman), Mr PG Beer, Mr GR Ginn, Mr CK Hempstead, Mr J Kirkham, Mr C Palmer, Mr PS Lane, Mrs RR Aitchison & Mrs PA Tuite. NOTED that in accordance with the Council's Standing Orders that the Chairman and Vice Chairman of the Council are ex-officio members of all the constituent standing committees. 104/06	APPOINTMENT OF REPRESENTATIVES TO OUTSIDE BODIES RESOLVED that the following Councillors be approved as Town Council representatives on the relevant outside bodies: Councillor Mrs PA Tuite - Governors, Soham Village College Councillor Mrs PL Gibbon - Governors, Weatheralls Primary School Councillor Mrs PL Gibbon & Mr D Bradley - Trustees, Soham United Charities Councillor Mr AJA Hinsley - Trustees, Soham Moor, Old Grammar School Fund Councillors Mrs RR Aitchison, Mrs FE Ross & Mr J Kirkham - Soham Town Forum Councillors Mrs PL Gibbon and Mr PG Beer - Barway Community Committee.
105/06	MINUTES OF MEETING HELD 10TH APRIL 2006 RESOLVED that the minutes of the meetings be approved and signed as a true record.
106/06	MATTERS ARISING FROM THE MINUTES Concessionary Bus Fares (68/06) NOTED that discussions regarding the new Concessionary Bus Fares were still ongoing between Cambridgeshire County Council and other local authorities in an attempt to achieve a fairer system.
107/06	MINUTES OF MEETINGS OF STANDARD COMMITTEES RESOLVED that the minutes of the following committees which are printed and attached to these minutes be confirmed and approved and the recommendations contained therein be adopted: Finance & Policy - 10th April 2006 Planning - 26th April 2006. RESOLVED also that East Cambridgeshire District Council be requested to supply the Town Council with a complete list of Planning Decisions each month.
108/06	PAYMENTS AND SCHEDULE OF ACCOUNTS - APRIL 2006 RESOLVED that the schedule of payments and statement of balances, and Summary of Income and Expenditure as at 31st March 2006, attached to these minutes as appendices, be confirmed and approved, and are in accordance with Council's financial regulations.
109/06	REQUESTS FOR FINANCIAL ASSISTANCE Consideration was given to requests for financial assistance from Soham On-Line towards it running costs for the coming year. RESOLVED that the Council in accordance with its powers under sections 137 and 139 of the Local Government Act, 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure: Soham On-Line £500
110/06	53RD SOHAM CARNIVAL & HEAVY HORSE SHOW A letter of thanks was received from the Soham Benevolent Association for the free hire of the Recreation Ground and the Pavilion for its 53rd Soham Carnival to be held on Monday, 29th May 2006.
111/06	CAMBRIDGESHIRE & PETERBOROUGH - WAST MANAGEMENT FACILITIES NOTED that the Cambridgeshire & Peterborough Supplementary Planning Document has been adopted and is available to purchase at a cost of £22.50 (inclusive of p&p) or can be viewed on the Councils website at www.cambridgeshire.gov.uk or www.peterborough.gov.uk.
112/06	EAST CAMBRIDGESHIRE NEIGHBOURHOOD NEWS The East Cambridgeshire Neighbourhood News, distributed by East Cambridgeshire Neighbourhood Policing Team, Ely Sector was received. RESOLVED that PC's Anna & Andy Day be requested to supply monthly crime figures to the Town Council. RESOLVED also that Brian Tully, Anti-Social Behaviour Co-ordinator be invited to the July 2006 Town Council meeting to update the Council on ASBO'S in the Town.
