RESOLVED that the minutes of the meeting be approved and signed as a
true record. |

MATTERS ARISING FROM THE MINUTES
Filling of Vacancies (85/07)
NOTED that the closing date for applications to fill the vacancy on the
Town Council was Friday 15th June 2007.
Appointment of Committees (86/07)
NOTED that due to other commitments, Councillor D Schunmann was no
longer able to serve as a member of the Planning Committee.
Section 106 Agreements (94/07)
NOTED that the definitive 'wish list' for section 106 agreements would
be presented to Council at its next meeting on Monday 9th July 2007,
prior to the comprehensive list being sent to East Cambridgeshire
District Council.
Joint East Cambridgeshire District Council/CALC Parish Forum (98/07)
NOTED copies of notes and slides used in the presentation at the meeting
held on 4th June 2007 were received. |

MINUTES OF MEETINGS OF STANDARD COMMITTEES
RESOLVED that the minutes of the following committees which are printed
and attached to these minutes be confirmed and approved and the
recommendations contained therein be adopted:-

Matters Arising
East Cambridgeshire District Council - Local Development Framework
(PL39/07)
NOTED that correspondence from East Cambridgeshire District Council had
stated that due to time pressures of producing the Local Development
Framework, the latest they would be able to accept representation from
Soham Town Council was 3rd July 2007.
RESOLVED that East Cambridgeshire District Council be informed that this
was not acceptable as Soham Town Council had been given only a short
time in which to reply, receiving the first draft mid May 2007, the
consultation process with Soham Town Council meant that its Planning
Committee would consider a detailed response at its meeting on 27th June
2007, which would then be taken to full Council on the 9th July 2007,
thus making the extended date of 3rd July 2007 still unacceptable in
view of the importance of the issues raised. |

PAYMENTS AND SCHEDULE OF ACCOUNTS - MAY
2007
RESOLVED that the schedule of payments and statement of balances as at
31st May 2007, attached to these minutes as appendices, be confirmed and
approved, and are in accordance with Council's financial regulations. |

WORKING PARTY - COMMUNITY FACILITIES
CONSULTATION
RESOLVED that the Councillors Mr CM Palmer (Chairman), Mrs PA Tuite
(Vice Chairman), Mr GM Hobbs, Mr AJA Hinsley & Mrs PL Gibbon be
appointed members of the Working Party to meet with East Cambridgeshire
District Council and to ascertain a brief on the way the consultation on
the need for additional Community Facilities in the Town should proceed. |

APPOINTMENT OF REPRESENTATIVES TO
OUTSIDE BODIES
RESOLVED that the following Councillors be approved as Town Council
representatives on the relevant outside bodies:
Councillors Mrs PS Lane & Mrs PA Tuite - Trustees, Soham United
Charities
Councillors Mrs J Webb & Mrs PL Gibbon - Trustees, Soham Moors Old
Grammar School Fund
Councillors Mrs PL Gibbon & Mr AJA Hinsley - Barway Community Committee
RESOLVED also that the Clerk write to Barway Community Committee
requesting an update on progress of the project. |

SOHAM CONSERVATION AREA - MOTION
RESOLVED to approve the motion that "This Council requests East
Cambridgeshire District Council monitor the colours used to paint
buildings situated in the Conservation Area of the town and that only
appropriate colours be allowed".
RESOLVED also that the Clerk write to East Cambridgeshire District
Council informing them of this Council's resolutions.
NOTED that District Councillor James Palmer had spoken with Rosie
Burton, Conservation Officer, East Cambridgeshire District Council who
had confirmed that there were no controls over the colours of woodwork
in a Conservation Area, but would be making a site visit to Soham Town
Centre to check the colourful facades of some buildings within the area. |

TOWN TWINNING PROTECT - MIECHÓW, POLAND
Council considered a letter from the Mayor of the town of Miechów,
Poland expressing a wish to be twinned with Soham. It was agreed that it
would an excellent opportunity to twin with this or indeed any town in
Eastern Europe.
RESOLVED that the Clerk write to the Mayor of Miechów expressing Soham's
further interest in the possibility of twinning with them. |

The May edition of East Cambridgeshire Neighbourhood News, distributed
by the East Cambridgeshire Neighbourhood Policing Team, Ely Sector was
received, along with crime figures for the month of May 2007. |

CHARITY GOLF DAY
NOTED that the East Cambridgeshire Charity Golf Day would be held at the
On Par Golf Course & Driving Range on Friday 6th July 2007 starting at
1.00pm. |

SOHAM BENEVOLENT ASSOCIATION - SOHAM
CARNIVAL
A letter of thanks was received from the Soham Benevolent Association
for the use of the Recreation Ground and Pavilion free of charge for its
54th Soham Carnival & Heavy Horse Show held on Bank Holiday Monday 28th
May 2007. |

A letter of thanks was received from Christopher Scurrah, Editor of
Soham On-Line Community Website

for the Council's donation of £600 towards its running costs. |

A letter of thanks was received from MAGPAS for the Council's donation
of £750 towards its Community First Responder Scheme. |

VICTIM SUPPORT CAMBRIDGESHIRE
A letter of thanks was received from Victim Support Cambridgeshire for
the Council's donation of £300 towards it work with victims of crime in
the area. |

CARE NETWORK
A letter of thanks was received from Care Network for the Council's
donation of £200 towards its new mobile warden scheme in Soham.
NOTED that the scheme now has a new name - Deniva - and the Management
Committee has been established as a sub-committee of the Viva Arts &
Community Group Board of Trustees; it comprises of four volunteers from
the community as well as a Viva Arts & Community Group representative
and Councillor Mr GR Ginn is its new Chairman.
Deniva hopes to be able to start operating during the Summer of 2007. |

CALC TRAINING COURSES FOR NEW COUNCILLORS
RESOLVED that Council would pay the total fees being £165.00, for
Councillors Mrs J Gipp and Mrs AEY Pallett to attend the CALC training
courses entitled 'Councillor Professional Development', Stages 1, 2 and
3.
These would be held in the Training Room, Unit 33 Stephenson Road, St
Ives, Cambridgeshire on Saturday 29th September 2007, 17th November 2007
and 26th January 2008, 9.45am - 1.30pm. |
