MATTERS ARISING FROM THE MINUTES.
Policing Strategies (79/05)
In the absence of PC Kevin Humble, the Assistant Clerk reported that during
the month of May 2005, 10 crimes were recorded for Soham. The crimes ranged
from criminal damage, burglary and theft of vehicles.
Information was also received regarding an Anti Social Behaviour Order
issued in respect of Lewis Thompson to apply for 2 years from 19th May 2005.
An information sheet had also been received entitled 'How to Contact Ely
Sector Police' and included all relevant telephone numbers needed.
RESOLVED that this information be distributed with the agenda for the July
2005 meeting of the Town Council.
Street Naming - Residential Development, Land Off Townsend (83/05)
Several suggestions were considered for street naming of the above
development.
RESOLVED that East Cambridgeshire District Council be requested that the
suggested use of bird names which would have been found around Soham Mere be
considered e.g. Bittern, Snipe, Heron, Kingfisher, Woodcock, Lapwing, Teal,
Widgeon and Pintail.
RESOLVED also that further suggestions received could be considered for
future developments proposed for the Town.
Soham Life (95/05)
NOTED that a request had been received from Soham Town Forum in conjunction
with the Ely Standard for 'pump priming' funding towards the first edition
of 'Soham Life'. However it was also noted that the first edition had
already been issued on 26th May 2005 to coincide with the Soham Carnival.
RESOLVED that clarification be obtained from the Ely Standard as to what the
money is now needed for and that this item be referred to the July 2005 meeting. |

PAYMENTS AND SCHEDULE OF ACCOUNTS - MAY
2005
RESOLVED that the schedule of payments and statement of balances, and
Summary of Income and Expenditure as at 31st May 2005 and Quarterly Budget
Report as at 31st March 2005 (subject to audit) which are printed and
attached to these minutes as appendices, be confirmed and approved, and are
in accordance with Council's financial regulations. |

PUBLIC RELATIONS (INC. TWINNING)
Twinning
Councillor Mr J Kirkham reported on the success of the weekends events when
a delegation from Andrézieux-Bouthéon visited Soham to ascertain the
potential for twinning. He stated that the Mayoral party were very impressed
with everything they were shown and took part in, and felt that twinning
would be beneficial to both Towns albeit in different ways. The next stage
of the process was to form a twinning association and a meeting was being
held on Thursday 16th June 2005 to ascertain the amount of interest from the
people of Soham towards twinning with Andrézieux-Bouthéon. The Chairman
thanked Councillors Mr J Kirkham and Mr PG Beer for all their hard work in
getting the process so far.
Publicity
Councillor Mr J Kirkham said that the publicity booklet was progressing slowly,
but that it was on line for publication by Christmas and hopefully in time
for Late Night Shopping evening.
It was reported also that a National 'ploughing competition' was being held
in Soham towards the end of September 2005, and Councillors hoped that if it
was promoted adequately it could be very beneficial to the Town.
It was suggested that perhaps 'Dial-a-ride' could organise a bus service
into the Town Centre. |

RESOLVED to refer to the July 2005 meeting when Councillors would consider
any suggestions put forward. |

FREEDOM OF INFORMATION ACT
NOTED that bogus leaflets are being circulated advising that it is a
criminal offence not to register and send a registration fee to an
organisation called CCTV Notifications Bureau. Councillors are advised not
to respond to any such leaflet and certainly send no money. There is no
requirement to register with this body or anything similar. |

LOCAL DEVELOPMENT FRAMEWORK
NOTED that a meeting to explain the Local Development Framework process and
discuss key planning policy issues is to be held at the Pavilion on Thursday
11th August 2005 at 7.30pm - 9.00pm.
RESOLVED that four Soham Town Councillors will attend. |

FORDHAM BYPASS FUN RUN & WALK, SATURDAY 2ND
JULY 2005
NOTED that Cambridgeshire County Council are organising a fun run and walk
along the route of the Fordham Bypass prior to opening in aid of the East
Anglian Air Ambulance and local charities.
NOTED also that leaflets and entry forms were available for anyone wishing
to take part. |
